Why are people suing California juvenile halls?

I was sexually harassed, but not physically assaulted. Does that still count as sexual abuse?

Unfortunately, no. Because the California Child Victims Act only extends the claim filing time for survivors who were sexually assaulted, your case would not be eligible for the lawsuit if you were harassed without contact, such as receiving unwanted sexual remarks or being watched in the showers.
